Spell particle cast animation problem!

So during raids i turn on spells only for ny group and outside of raids i turn them back on for everyone. After our last velious raid and the swapping back to the original spell file for p99 when spell effects are on for everyone, i see them casting but the animation with the spell never goes through. Ive tried replacing the spell file along with the spell effects file etc. several times and nothing has worked. When i am grouped with someone i see the animations just fine but my settings are for EVERYONE and it still doesnt show for anyone outside of group spell animations, just the casting of the spell.

Ive also checked my filters but nothing is offset so im at a loss here. Anyone have any ideas?

Maybe try replacing your eqclient.ini? I think those settings go there.

Will that reset my UI settings too?

Your UI setting are in a different file, but it can change your resolution, which affects your UI.
