Ambassador K`Ryn, does he still spawn?

I've been looking for Ambassador K`Ryn for the Gatorsmash Maul quest, but I can't find him. According to eqatlas he spawns at the 2 on this map, but he hasn't been spawning. On alla, one person says his bouncer ph despawns at 8am gametime and then he spawns at 9:30am gametime. I've sat by him for an entire EQ day and he hasn't spawned though. I'm wondering if his spawn is broken or am I in the wrong spot?
