Can anyone help me verify a few Bind Wound questions for Green

On the Wiki, you'll notice the info about classes who can pass 200 and binding to 70%. I was mostly sure it was ONLY Warrior Monk Rogue to go to 210. This says different.

Edit: I'm mostly finding inconsistencies of the priests and hybrids on this page and their respective class pages that id like to fix

Secondly, does anyone have info on the state of Combat bind wound, if its classic, or still present here? I don't even know how its done
