I'm pretty sure both people participating in the MQ need the correct faction (kindly). If the NPC doesn't give the quest dialog to either the MQer or MQee, I wouldn't participate in the MQ.

You are correct someone told me otherwise and I lost a corroded chain coif today, i still paid for it because failure on my part. Wont let me edit my original post...
