Primal Proc Spectre Illusion

With primal proc necro doesn't get a larger spectre illusion. A larger spec illusion is already in game, casting pet with encyclopedia. Shaman bear illusion gets a larger illusion on primal proc. Is there a reason necro spectre illusion doesn't increase with primal proc or is it a bug?
