i have done this quest multiple times on multiple servers, except now on red99, is it just broken here?

"Go to the bandit camp east of Cabilis, in the northern part of the Swamp of No Hope. Kill the froglok raiders there until you've collected the nine other pages. The raiders are fairly common and patrol around the camp. This quest is doable at level 9 onwards and can be achieved by pulling the raiders back to the opening that leads to the Field of Bone zone. The main difficulty are the higher level roamers, which will generally destroy you at that level."

every other experience, these guys are nearly always up running around, not with placeholders, takes a retarded amount of time to get all the pages because of the chance to drop the same page on each raider

currently spent 2 hours (its a 6min repop) killing everything that roams around here, many of the pathing and spawn points are literally identical to what i remember, but no raiders spawn, and some of the mobs that do spawn are BLUE to a lvl 30.....its not even doable at lvl 25 with all the in range pathers and what not

this is a lvl 8-12 quest, and when you can do quest #3 at lvl 12-15 and #4 at lvl 18-20 it feels pretty broken not being able to complete at lvl 30...or even lower if you cant kill lvl 25-27 PHer mobs

He brought his ranger, was there 5hrs and saw 0.
51 ench was clearing area, he saw about 8 raiders in 1hr.
He hunted down bounders and saw some raiders spawn.

Couple other posts from back around 2000/2001 say how rare they can be, but if you start clearing trash they tend to start spawning. Kill any low lvl wandering mob around that area and you'll start to see some.

done this quest 2x now and its still retarded getting them to spawn, then drop the right page but it isnt broken, its just stupid rare
