KOS --> Non-KOS: WFP Militia faction via HPH Orc Scalp turnins

Has anyone done the Orc Scalp turnin quest in HPH recently to become dubious with WFP guards?

I've only done about 100 (EDITED started with 40) turnins so far and wanted to check against those who've done it to ask how many turnins it took them.

FINAL EDIT: This ended up taking about 160 turnins to fix from max-scowling to get to dubious which is the earliest non-kos faction rank possible. Just in case anyone needs this info for future.
