Quest Issue: Roror Underneath Zone

Hi I am trying to complete the Shakey's Stuffing quest. However Roror, a quest NPC in Feerrott is stuck under the zone. I tracked to him and he is not visible.

Also his pathing seems to be jacked up. I've done the quest on P99 before and he was sitting in the same spot in the river, just not under the zone.

Not sure if this is the right spot for this. Thanks for the help.

This problem with Roror is still happening. I have been trying to complete the same quest for the last 3 or 4 days and Roror appears on track but cannot be found.

Followed his pathing for 2 cycles with no issues, I'm assuming this was resolved a while back.
