Default How often do ticks occur?

Hp regens, dots, etc. How often do they occur? 6sec? 10sec? All on 1 global timer? Does the world "tick" at the time same? Or does the first tick begin a certain amount of time after the spell is applied?

Sweet, so its possible for a dot to tick instantly if you land the dot on lets say.. the 5th second on the clock?

Yes let's get back on topic. The server does operate on six-second ticks. However, oftentimes your client will have a ghost tick at some point in between the real ticks. You will see your hp/mana go up, but when the real tick comes, it will correct it to what it should be. It is at this point that mana gain for sitting vs standing or whatever will be counted.
