Default Rule clarification on accounts per IP

First off, I'll say that I've already petitioned for an exemption.

What I need clarified is if my brother is allowed to play on his account on this IP as long as I am not playing at the same time. I'm playing with some other people not on this IP and we're starting to leave him behind. Would it be okay for him to catch up while I'm not with the group? Or should I play it safe and keep him away from p1999 until I hopefully get the exemption?

That is totally okay.

You can create and play as many accounts as you'd like, but until you have the exemption only one will be able to log-in at a time.

Alright. Thought I'd make sure before making a mistake that would cost us both. Thanks!
