At what level can bards duo kite with another bard or shaman. And where is some appropriate zones?

Mobs >= level 20 if you want to low-hp kiting. Until then, do traditional bard aoe kiting. Yum

if you're going to duo, then all you need is:

lake of ill omen --> firiona vie --> dreadlands --> burning woods/skyfire
