They are not nofail, or at least they should not be nofail. If they are nofail, this should be corrected.

Yes, in classic, the swatches could always be failed, as could the other low end tailoring components like silk thread, silk cord, etc. I remember farming and always having to account for wastage of silks when I made swatches, for example.

This was changed some time later on, in either SoV or SoL era.
