Wanted to make this poison, but unsure if these drop yet or not.

Seen an earlier dated post that supposedly someone made it, but in all my time in Droga, never seen these drop.

You mean you want to start stocking up for Coldain Ring 9 :P.

The minerals won't drop until after Velious.

All you can stock up on now is the Seahorse Scales (which I see you have). Everything else is Velious dropped.
