Quest Issue: Inert Potion (starting faction)

To begin the Quest Inert Potion from Toresian Fhabel in Erudin it currently requires Amiable faction. It should only require apprehensive.

It requires you to be non-KoS there, and have at least apprehensive faction with the NPC Toresian Fhabel (Craft Keepers faction), and dubious faction with the NPC Slansin
