Was it a fresh Hasten or had he been running around already? Someone could have screwed him up by handing in part of the quest before you got there.
Also, are you sure he handed in the Ring and wasn't just griefing you?

This quest hasn't changed since it was written.
He handed in the ring, and you handed in the rapier and 3000 gold. Not 3250, so it failed. Next person that came along and handed in at least 250 gold would have received the boots. | ||
