Miscellaneous: rogue poison apply broken

This is new today. Apply poison always fails, and does not consume the poison either. I tried a couple dozen times to apply and failed every time. Tried zoning but that didn't help. i'm in Rivervale.

Note that the old bug reported long ago that the fail rate is too high seems correct. The EQ traders site states that applying poisons that the rogue can make himself is almost automatic, but I only have maybe a 30% success rate.
