It was classic to do those things. Balancing PVP is not viable for EQ as it was not designed with pvp in mind. This is why you end up with something watered down that devolves into poopsocking later. The great thing about "gamebreaking" (snicker) shit like blind and fear is it caused people to use other tactics and group for pvp. You think blind is game breaking? How did you ever pvp on live?

Blind works pretty much the same it did on live. Lands on people with low mr. Good for low level pvp, but when people start getting their mr gear it's almost always resisted. If this isn't what you remember then you didn't play classic pvp.
Fear did not work in pvp at this point in the timeline. Not sure when the first fear (and charm) nerf happened, but here's the second round that ended it even for AE classes:

But it was nerfed for our entire timeline because people could use it to exploit.
