Vendors should only keep 1-2 of these potions in stock unless killed or respawned via server reset:

first merchant to have unlimited supply was Gregory Maligus in Plane of Tranquility

Mirao does sell them but he only comes with 2 on him to sell so once those 2 are bought you won't be seeing it till the next server down.

Barbarian potion merchant near the soulbinder / Potion merchant in PoT.

All merchants that sell these also have a limited supply.

Once they are out they are out until patch or killed.

Any merchant that sells invis potions, regen, etc sells these.

Will look for more on this.

Just need to know how many they should stock upon spawning.

My recollection is one. Some of those posts indicate perhaps 2... I will search around a bit more for this. But 1k plat was a lot to burn on this potion, most people never bought the one on the vendor.

The Vial of Swirling Smoke, which instantly casts Gate on you, can be purchased at vendors in many of the main starting cities (Ak'Anon, Felwithe, Greater Faydark, Kaladim South, Neriak Commons, Neriak Foreign Quarter, Plane of Tranquility, Qeynos South, Rivervale, Shar Vahl). All the merchants who sell it have a limited supply -- once they are you, they are out until the server restarts or until you kill them.

I think it's just 1 potion per vendor. Is it worth logging into live to check some vendors?

I'm sure you probably have seen this already, but the most recent Zam comments seem to indicate that vendors in newer areas (Planes of Power and up) will have unlimited Vials, while older vendors were limited to two. May be worth popping into live and checking out a few of the older vendors, although its definitely possible that changes have been made over the years to these vendors.

On eqlive, stopped by Rivervale to check merchant quantity.

Kizzie Mintopp has 2 vials in stock.

So.. unless contrary evidence is found, I'll be changing these vendors to 2 vials on spawn.
