spell effects will not show

yes i have tried, /showspelleffects on but still nothing. I had to reinstall my eq after the patch and i have it up and running, but i can't see any spells. any help guys? i saw a post about merging certain files but i couldnt get it to work still. if anyone has some advice please help. thank you
