more than one way of doing this?

The only way to raise it is the scout beard quest, and it's anything but fast.

It's a subquest in Iceclad, turn in a frost giant scout beard (lore nodrop 5% drop rate) into Ritap (gnome on a lillypad between gnome and gnoll island) for a single faction point.
