Quest Issue: Bard NPCs giving mail quests shouldn't be in game until May 1999 patch era

Not sure if this is configured this way for Green already, but bard mail quest NPCs weren't in game at launch. First mention I see of them is here:

I was inside HighHold Keep, and there's a new bard out front, a female in leather. She asks you to deliver some mail to Qeynos or Freeport. It's not Bard's only, but it does
affect faction with the League of Antonican Bards and their corresponding factions.

Actually it's more then that. It seems we bards have become
the "pony express" of norrath. Kelethin, Freeport, HighHold Keep,
and Qeynos have become the mail stops. There may be more but those were
the only ones I undertook last night. There did seem to be trouble with
the Feeport mail stop. I believe there are also two new quests in
Qeynos but I could be mistaken and merely never triggered them before.

How can others help? My memory from launch is very fuzzy as I was quite young at the time.

Any typically targeted quest NPCs that were added later on? Hermit from Rathe? Viability of guards in freeport, kelethin, felwithe?

I was going through the mail quests to verify they have proper rules in place.

These are the names/routes I found:

Really, any researching and collaborative effort would help. I will probably create a thread where we can consolidate what may be lacking era rules. The system we use now wasn't implemented until Kunark development started, so undoubtedly something will be missed.

For example, I was recently going through the deity-specific/soltemple quests and ended up with several questions/notes to myself like this:

should zombie skin drop before apr2000?
should infected rat livers drop before apr2000?
should giant snake fang drop before apr2000? (yes, evidence of march 2000)
should kerran doll drop before apr2000?
should shin gauntlets drop before oct1999?
should black silk gloves drop before oct1999?

None of these level 25 bard mail quest NPCs are associated with any other quests. The emails I've seen from eqbards shows they were new NPCs.

I think if you take the list from the Going Postal wiki link above Nilbog and disable all those NPCs you should be good.
