spirit of Cheetah (24) overwrites Form of the Hunter (60)

With all buffs off except Mask of the hunter and Form of the Hunter, casting Spirit of Cheetah overwrites Form of the Hunter in the Effects window. Is this an intended effect from classic that a level 24 buff would overwrite a level 60 buff?

cheetah is an escape spell, unless it stacked with form of the hunter i imagine it would overwrite it, or you would have to click off wolf form to cast it...

There is a reason Spirit of Cheetah has a 5 minute recast time. Pretty sure they just assume if you are using Spirit of Cheetah you are fucked and need to get out asap, so any other movement spells would be overwritten to allow you to live
