Game Mechanics: Quillmane never spawning

The two PH spawns at:

-7814.27, 1337.08 69.72

-1552.07, 924.58, 16.03

Are suppose to have a chance to trigger Quillmane on death. When Quillmane decides to spawn he does at one of 3 locations.

That is how it is suppose to work. Currently, it is not doing that.

Therefore, it is broken and I come to ask for a fix on behalf of many frustrated pro Quillmane campers.
