what's cool down on ring 10 war

anyone know how often you can spawn ring wars? we have lots of people @ ring 9 rdy to do wars, first person turned dirk in @ ally and got the war declaration, but subsequent people @ kindly the dain ate it. not sure if it's faction or cool down issue, and after war is over if there's a cool down.

Only cool down I know of is if you lose. Thurgadin fills up with dead and conquered Coldains for a day or so before resetting.

The dirk turnin shouldn't take any faction to get the declaration. There are some posts on allakhazam about doing it at any non-KoS values. It's only turning in the Ring 10 for DA Scroll that required faction.

The Dain also shouldn't be limited to giving out a single declaration. There is no evidence to support that as far as I'm aware.

The Sentry in GD does have a 2 or 3 day respawn though.

If that's not how it should be, then get to researching!

Couple of threads on the SafeHouse circa 2003 say non-kos to Dain for declaration, but Ally for Ring+DAClickie.

Once you have the declaration the only downtime is Sentry badain. He has a 3 day spawn time (with possible small variance)
