Spells: Fear

I've seen a few posts about the Fear line of spells not working. I've also found that it was patched sometime in July.

For the most part, it's working. What I'm interested in is the diminishing returns.

The first spell, the duration seems fine. I remember way back when that the spell had diminishing returns. I do not know what they are, the history of it, or anything like that.

But for what I'm seeing now, this can't be totally right. The second time I cast fear, it lasts maybe 1-2 seconds. Never more than 3. This is the case in every zone, every mob, etc. It just seems like the jump from the ~30sec duration on the first cast to the ~1sec duration on the second cast is a bit excessive.

Perhaps this has been discussed, but I've done a few searches and couldn't find anything regarding the diminishing returns issue.
