Circlet of Falinkan - Ralgyn's Promise quest

Can anyone confirm if the p99 wiki information is correct regarding faction and skipping the Taskmaster Abyott part?

I have reliable information that someone turned in at warmly skipping the Taskmaster part and it ate the items. Does it need Ally? Can you still skip Taskmaster Abyott?
