When is it not ok to ask for a concession?
Guild A has 50 people in a zone, guild B has 17 people. Guild A engages dragon X and begins the process of bringing him into camp, during this process guild A engages dragon Y and moves him out of the pull path of dragon X. Guild A drops dragon Y and kills dragon X. Guild B then asks for a concession of dragon Y despite having no ability or intent to kill dragon Y at that time. Is it alright to ask for a concession in this scenario? Does a guild need to intend to attempt a mob in order to ask for a concession of that mob? Is it within the "spirit" of the rule to insist on a concession for a mob that you have no ability or intention of killing at that time or is it manipulating said rule? Does intent, ability or spirit matter at all in this scenario given the fact that guild A never negatively impacted guild B's ability or chance at killing dragon Y?
