EQ Windows App Error

Always getting code 0x02ba45b4 referenced memory at 0x0389f0d4 The memory could not be read, happens every time I try to log in, cant on my computer but on my husbands computer I can. Whats the issue! I cant find the eqclient.ini either its not in the directory. We keep fiddling with the resolution but nothings working
