Quest Issue: Planing Tool and Trueshot Longbow

I messed up on my last thread concerning this quest, so I've decided to just make a new thread.

When I attempt to combine my components in my fletching kit, I do not receive my planing tool back. I've failed the combine three times already, each time losing the planing tool in the process.

On EQtraders it doesn't mention having the planing tool returned. However, on Allakhazam I see indications that the planing tool is returned on failure. LINK In addition, all other bows made through fletching return the planing tool on success or failure. The planing tools cost 10pp each, which is a lot at my level. Thanks.
