Quest Issue: Key to Charasis Quest issue

Working on the Key to Charasis quest, it seems to me that Chancellor of Di`Zok's half of the key is not dropping.

I killed Chancellor of Di`Zok and he did not drop his half of the key, so I went to Dugroz the quest giver, and went through his dialog just in case. I returned to Chancellor of Di`Zok, killed him again, and the same thing happened.

Wondering if I am missing something, or if there is an issue. Thanks in advance!
