You can mass purchase runes of frost and runes of the Astral and chances are even with 21 research you'll eventually get it !

On my wizard I just used my training points to train research and then I crafted the scroll myself. Was cheap and easy since research's cap is so low. Just a suggestion if you don't find a scroll. GL in your search in any case!
