Question about Fungi Tunic

I don't have one so I can't test, but the Wiki says it casts a spell (Fungal Regrowth) as a permanent effect which does 5hp per tick at level 1 and scales up to 15 per tick at level 20. Can I take this to mean that when a character is level 20 or higher, they'll receive the 15 per tick boost?

This would be why Fungi tunic is worth more than something like Ceremonial Iksar Breastplate which does 5 per tick at all levels, correct? I mean aside from Fungi tunic having less class restrictions I suppose.

Those assumptions sound correct.

20 to 60 get the full 15hp per tick. Which stacks with regen spells and racial regen.
The Decrease Movement Speed is not applied by wearing fungi tunic.
fungi cost more than ikky bp because it has more hp per tick.

Correct.

The effect Fungal Regrowth when applied by the pre- or post-nerf Fungus Covered Great Staff DOES include the Snare. But the Tunic does not.
The buff from the staff is overwritten by Black Fur Boots (Obtained during Shaman epic) removing both the regeneration and the snare. For this reason I find a post-nerf fungi stick to be greatly useful on my Iksar Shaman who is also wearing the Fungi tunic.
The worn effect of the Tunic and the cast (instant click) buff from the staff stack. It's basically mana-free Regrowth (level 52 Shaman spell) usable at 35.
I'll be using the stick until I get Torpor.

It's basically a God item on an iksar, and a twink item for everyone else (except trolls who also get that regen).
