NPC Spawn Issue: Kindle / Kindle PH not spawning

In Sol A in Kindle room, Kindle nor his PH are spawning. I sat there for an hour and waited. This is easily over his normal 18-19 minute spawn rate. His PH nor him pathed through his spawn spot once during this time. I went around and looked all over for his PH but found nothing.

Additionally, as of yesterday before the patch this was working.

Steps to Reproduce:

1) Go to location 5.30, -771.76, 47.10 in soldunga.
2) Wait 20+ minutes.
3) Notice that neither Kindle nor his PH spawn or path through the area.

Expected Results:

Kindle / Kindle's PH (generally a fire goblin or wizard) spawn or path through this location.

This is probably tied to the fact that mobs are not returning to their spawn points and are stuck somewhere in the zone unable to be killed until summoned by a GM.
