Currently on P99 worn regen with the same effect won't stack. For example, 2 Aura of Battle worn items only give +2 HP regen/tick (I'm unsure if P99 grants extra +atk from both... i think so?).
How it should work is 2 worn Aura of Battle items should grant +4/tick and both attack bonuses. These should stack with any other worn regen such as fungi tunic, zlandi heart, etc.
There was common consensus up to 35/tick worn regen was the cap, but I don't think this can ever be reached on P99, I haven't located the precise evidence for this, but I suspect it was only known with Luclin raid loot

Note that in a 3/28/2001 patch Fearsome shield was change to a clickable buff, but as of the above 3/19 post this was still worn regen being tested. I don't know when Fearsome Shield was changed back to a worn effect, but I believe that is how it is on current live now.
