Default Poison Wind Censer proc not working right

When I am using Poison Wind Censer it procs and does 3 waves of potential 122 damage to me, however it skips the third wave on enemies. The shaman spell Gale of Poison is working correctly, (3 wave rain spell to all in radius) so something is wrong with the item.

Rain spells function like so:

They hit a total of 4 times (excluding yourself), so if four mobs in radius each mob gets hit once and you get hit 3 times.

If 3 mobs in radius 1 gets hit twice, 2 get hit once, you get hit 3 times
If 2 mobs in radius 2 get hit twice you get hit 3 times
If 1 mob in radius 1 gets hit 3, times you get hit 3 times

***Currently*** there is a bug
Pets are counting as 'mobs' and eating up those hits and fully resisting them. Were there pets in range when you were using it?

That is not a bug. It's been discussed and the evidence pasted repeatedly.

Still confused, the fact that my AoE rain spell (Gale of Poison) and the AoE proc (Gale of Poison as well) are functioning differently... does that mean there is an inherent difference between the functionality of a spell and that same spell only due to a weapon proc?
