Default Warrior precision discipline should not give a 100% hit rate

Currently this discipline gives a 100% hit rate. This is not classic.

I main a 60 warrior so I'm sort of nerfing my own class here I guess but zerking warriors shouldn't be topping the all-time parse lists as they do with this disc presently.

The disciplines and what they do haven't changed since Kunark afaik.

Precision should be a 50% skill check raise, not a 100% hit rate. That's what Charge is for.

It's also been pretty common knowledge around here for awhile that Precision isn't working as it should be:

once monks get triple attack toward the end of velious and assuming they've fixed precision discipline, monks will outperform warriors
