Martar should be killed by Guards and Tundra Jack (numerious posts about TJ KSing Martar all the way back to 2000).

Agroed Martar last night and he was too much for me. Took him to the guards and they started to assist...HIM.

Was playing a Halfling Druid (indif to guards normally).

I don't see it as fixed. I killed Martar about a week before the server went down, and he gave me a faction hit to most of Halas. Please check into this, because the link provided also states that killing him gives no bad faction hits for anything.
