Default Iskar necro worth it?

Is it worth making an iskar necro when they come equipt with bugger all mana (int based) but natural HP regen? or should I stick with the classic DE necro?

Yes.

You don't really need a huge mana pool to play effectively as a necro, since you get such huge mana regen. Once your pool is gone, it's gone. The extra AC helps and the regen, especially at low levels, basically means free mana since you don't have to use less efficient (dmg/mana wise) spells to keep your HP up.

In hind sight, when I started on this server I should have played a mage to start and then twinked an iksar necro as soon as they became available.

For Reference:

levels 1 to 19:Regen Rate (Iksar): 4 sitting, 2 FD, 2 standing
levels 20 to 49:Regen Rate (Iksar): 6 sitting, 2 FD, 2 standing
level 50:Regen Rate (Iksar): 8 sitting, 2 FD, 2 standing
levels 51 to 55:Regen Rate (Iksar): 12 sitting, 8 FD, 6 standing
levels 56 to 59:Regen Rate (Iksar): 16 sitting, 12 FD, 10 standing
Level 60:Regen Rate (Iksar): 18 sitting, 14 FD, 12 standing

At level 60 thats essentially 18 mana per tick you're gaining without having to worry about healing back somehow. I wanna say for a non-regen race at lvl 60 you only regen 8 hp while sitting, but it could be as low as 4.

Thats a huge advantage.
