Default Song of Twilight (again)

After much searching it turns out Uthgaard was right, and upon Kunark release Song of Twilight was only castable at night. This changed a few months in (approximately 2 months after epics), but to stay consistent with the timeline, I'm okay with keeping it night-only until then.

My problem is that this creates another problem that is very un-classic, which is that Bards are now left without a mez during the daytime if they're hunting mobs higher than level 45. In classic Crission's Pixie Strike (our earlier level 28 mez) never had a level cap - it just resisted a lot more than Song of Twilight (see here: http://replay.waybackmachine.org/200...ll.asp?Id=1045). I understand the reason mezzes have level caps on this server is because this best approximates how mezzes actually worked (Ie, there were tons of mobs that just resisted Bard mezzes entirely, like Jugs in Sebilis). With that being said, this is a good reason to keep Mezzes capped at 55 for Bards - however this is no reason to keep Crission's Pixie Strike capped at 45. I think the cap for this spell should be raised to 55 and, consistent with all of the evidence that I've provided, it should just get resisted a lot more, at the very least until Song of Twilight becomes usable at any time of the day.

This is part of the hotfix. You won't need a new spell file as the check is entirely serverside.

Thanks! Can we also discuss Kelin's Lucid Lullaby (the aoe mez)? Or should that still have a lower mez cap...?

Personally, I think it's likely that the Song of Twilight night-only issue was a bug that was live for only a few weeks and then the fix was put into patch notes.

Verant broke bards with every patch back then. The night-only usage of the song makes zero* sense in terms of consistency. We have a Song of Dawn, usable 24/7. We have a Song of Midnight, usable 24/7. We have a Song of Highsun, usable 24/7.

One link saying the bug was corrected is in no way proof that for eight months of Kunark the Song of Twilight was night-time only.
