Game Mechanics: Harm Touch Button repops when not available

When I use harm touch, the button pops back up after about 30seconds to 1 minute, instead of staying down until you can actually use it again.

I think this also happened on Blue with Lay on Hands. When you zone, it does indeed stay down after that
