Track not leveling up?

I have gotten track at 20 as a druid on Teal. I have it linked to all my macro's and basically use it every 10 seconds. It is not going up; I am 22 now and it hasn't gone up a single point. I asked a level 41 druid about this and his track was stuck at 20 as well. Google and a quick search of these forums have yielded nothing. Is this an issue or am I missing something?
