Default Slam on magical creatures did not work until Dec 1999 era

Slam did not work on magical creatures until December 1999. After this, you could equip magical shoulders and it would hit the mob.

This has been fixed on the Test Server. It be necessary to have a magical item equipped on characters shoulder to achieve a slam on magical creatures. This should be updated on Wed. Dec. 8.

Verant was using the DrTwister.com forums as an informal bug source for a few months in 99.

Edit: Here's Rob Hill today, because I'm creepy: http://www.gamesauce.biz/tag/robert-hill/

Fix is corroborated in patch notes for Dec 8th 1999:

Barbarians, Ogres and Trolls may now slam magic mobs when equipped with magic shoulders.

Default

It seems that during beta or shortly after release, it was possible to slam magical creatures using a magical 2h weapon, but this was changed at least as of May 1999:

Afterwards it was not possible to slam magical things until Verant's patch fix above.
