Default high elf slave in crushbone
Handing in shackle key 21 to high elf slave in crushbone should free her but twice now it has done nothing.

Perhaps your faction was below dubious, or tried the wrong key.

however I thought this quest was included to build up faction, same as the rest of the slaves
