If you have the runes someone would probably combine for free.

In classic you could only research this spell by turning in a staff of the wheel for the NO DROP runes. I'm not sure if this is true for kunark. Either way Ice Comet drops off Vox.

Untrue in several ways. The runes for Ice Comet drop off very high levels mobs in classic, and in Kunark now. This was true in live, and on p99.
