Creating a new Guild

I need a little help please. I was under the impression that to form a new guild. You get a full group and do a /petition in game to ask to create it.

Last night I got together a full group of friends not the easiest of things to do as we work different times of day.

Sent a /petition and waited 6 hours had no response [You must be logged in to view images. Log in or Register.]

Could someone please tell me how we create a new guild on P99 ?
