How to I apply for an exemption to IP ban?

Hi,

I'm trying to get me and my son on EQ, however I get my IP banned when we're on the same network. I have an ipad which I can use as a acess point but when I use that the servers don't seem to load despite it being quite a fast connection.

I remember reading about an exemption so we can both use the same network however had a look and can't find out how to apply for one.

Any help appreciated.
