Quest Issue: Cargo Clockwork bug

The quest "Cargo Clockwork" I think is bugged. The questgiver in Aakanon, a gnome named Jaran wants 3 bandit heads turned in to her for a reward. When I tried turing them in she simply gave me them back.

This quest was always available but always bugged in classic.

It was fixed many years later, at least after GoD. The reward, obviously, is too good for classic era EQ.
