Dragon Teeth not working for low level characters
So it seems that the teeth are indeed nerfed and not usable under 50.
Apparently they were nerfed at the launch of Kunark along with quest XP to prevent fast leveling for a month, and while quest xp has been restored the teeth are still nerfed.
