Disarm / Safe Fall Skill not increasing.

Both Safe Fall and Disarm skills stuck at 27 from points added at time of learning the skill at GM even though I have been running down hills sowed and jumping off cliffs / mashing my Disarm button for multiple levels. Anyone else having this issue?
