Game Mechanics: Skill-up oddity

I found a quirky behaviour in p99: if you get a skill-up as you die, it doesn't apply to your character.

I thought it was at least worth mentioning and documenting. I have no insight into the p99 codebase, so I can't comment if the skill-up code has re-used elements that might impact the game elsewhere. But, its always best practice to document odd observations, even if it does make a jira ticket that never goes anywhere.
